Is there a way to limit (some users in a group) the number of recipients
they can send to? If not can you limit it for everyone?

I realize this might be perceived as the answer should be a HUMAN
managament solution and not a tech solution, but management has a
different thought on this.

Groupwise solution preferred but 3rd party solution OK.

No way within the program itself, and I don't even know of any add ons
that can do this

I know our guys developed a 3CPO quite some time ago that allows you to
limit the maximum number of recipients. Send me an email and I'll see what
I can dig up.
