Is it possible to use this feature in a z/OS environment ?
I mean having MQ WF ver 3.6 running on host platform with a fat client which interacts with the processes through COBOL programs.
Does any API (COBOL version) exist for that ?
or it is possible just for Java client accessing directly to the DB with no MQ Series involvment ?

I assume you refer to the Staff Administration API of MQWF 3.6 - right?
This API is available for Java only. The API works as a database client
and
accesses the database directly without any dependency on MQ.
