I have seen this type of window in this webisite itself, when i used to click quick reply button. A small resizable window popup having close button upper rhight corner.Can u tel me in which platform it is created. Can i create this type of window in asp.net

It's called a "chromeless" window - the best way to create on in .NET is to use a <div>, which you can position absolutely and supply a close button to make it hidden.
